All Local unions have some form of complaint and hearing process for members and leaders who wish to bring charges against another member or leader. Internal complaints are almost non-existent in Local 21, thankfully. But the Local 21 Executive Committee felt a procedure needed to be in place in case such a complaint ever develops.
