California Special Election May 19

Vote By Mail ballots are on their way!
VOTE in the May 19 California Special Election


This week, voters will begin receiving their absentee ballots for the May 19 Special Election. This election is critical for public sector employees because of the potential impact on local budgets and programs. The Local 21 Executive Committee has made the following endorsements:

Proposition 1A Budget limits VOTE NO! NO! NO!:
Makes it more difficult for future governors and legislatures to enact budgets that meet California's needs. It allows the Governor to make mid-year budget cuts without legislative oversight or approval. This proposition would also extend the income, vehicle, and gas taxes for 4 years instead of 2.

Proposition 1A will result in significantly reduced funding for public services at the state, county, and city levels. It caps funding of public services at today's very low levels, making it very difficult to restore funding even in good years. The result: ever-increasing deficits and service cuts.

  • Proposition 1B Education Funding VOTE YES!
    This measure requires the state to make $9.3 billion in payments to K-14 education over approximately five to six years beginning in 2011-12, replacing funds that are owed to schools.

    Proposition 1C. Lottery Based Borrowing - No Recommendation

    Proposition 1D: Diverting Children's Services Funding VOTE NO!

    Proposition 1E: Diverting Mental Health Services Funding VOTE NO!
    1D cuts $600 million from Prop.10 funds for children's health and education programs. Prop.1E takes $460 from Prop. 63 funding guarantees for mental health services. The money will go to the state General Fund to replace funding for programs that have been cut.

    Proposition 1F Elected Officials' Salaries. No Recommendation
    Prevents pay increases to elected officials during budget deficit years. Does nothing to solve the state's economic crisis.
