Local 21 Hayward Members Get a New Contract Through Unity and Membership Strength


Local 21 Hayward members recently secured a new contract with their employer, the City of Hayward. We ratified the contract with an 81% yes vote. The Hayward City Council also ratified the tentative agreement.


Union solidarity and strong membership were important factors for the successful contract campaign. We had a strong start to the bargaining campaign with an ice cream social kick off in front of City Hall; we made sure City Councilmembers saw our solidarity.  The Alameda Labor Council, Teamsters Local 70, and UFCW Local 5 sent the Hayward Mayor, City Councilmembers and City Manager a letter to voice solidarity with Local 21 Hayward workers. The letter, the meetings, the actions and member solidarity were instrumental in moving the City closer to an agreement that was acceptable for our membership. 


With elections less than a week away, we need to vote for city council members in all of our jurisdictions that have city workers’ best interests at heart. View all our Local 21 political endorsements online here.  In Hayward, there is a Real Estate Transfer Tax, Measure T, on the ballot this November that we have endorsed to ensure that public services that we provide in Hayward are well funded.


Highlights of the agreement include a 7% cost of living adjustment for all classifications over the term of the contract (effective July 1, 2018 through June 30, 2021), the City agreeing to do equity studies for all Local 21 represented classifications, maintaining the current 90/10% employer/employee split for healthcare premiums, the ability to cash out up to forty hours of vacation each fiscal year, increase from $60 to $100 per pay period in bilingual pay for written proficiency, and a new provision on contracting out that the City will notify Local 21 sixty days prior to implementation.
