L21 Enters Settlement Discussions Over County Unfair Practice

Local 21 is currently in settlement discussions with County representatives over an unfair labor practice charge filed against the County with the Public Employee Relations Board.  The unfair labor practice charge is derived from the County’s historic abuse of temporary upgrades, with some temporary appointments lasting for years without ever attempting to fill vacant positions on a permanent basis.  The County’s practices in this regard have led to violations of the merit rules as well as the erosion of the bargaining unit.  As a result, the union filed an unfair labor practice charge that seeks to put limits on this abusive practice.

Despite both sides participating in settlement discussions, the County will be appealing the charge.  In the meantime, Local 21 is working with legal counsel to evaluate years of data related to the abuse of temporary upgrades, a process which makes clear the extent of the problem and the damage caused.  As the process continues, we will keep you updated.  Our next settlement conference should take place early in the new year.
