Solano County’s Public Servants Issue Immediate Strike Notice

(FAIRFIELD, CA) On Friday, January 2, public employees represented by Solano County labor unions including SEIU Local 1021, IFPTE Local 21, IUOE Local 39, and UAPD announced their formal notice that alerted the city: County workers will go on strike on Tuesday, January 13 and Wednesday, January 14 in protest of the County’s unfair labor practices.

After four months of negotiations, administrators have failed to bargain in good faith to address each bargaining units’ demands. Solano County workers enter 2026 with a firm commitment to securing a fair contract that invests in Solano County and the services members proudly provide. 

In response to the County’s multiple unfair negotiating practices, the unions jointly filed unfair labor practice charges with the State of California on December 31, 2025, due to violations of state law and the County’s obligation to bargain in good faith. In December 2025, the unions’ bargaining teams overwhelmingly passed a strike authorization vote.

Linda Cheesman, an SEIU 1021 member who works as an Office Supervisor in Solano County’s General Services, said, “I see the real impact of Solano County’s recruitment and retention crisis every day. Hundreds of vacant positions mean workers are stretched thin and residents experience delays in critical services. When four unions representing county workers all file strike notices, it signals a system under serious strain. County workers want to help build a Solano for All, but we need the County to meet us with a fair and equitable contract so we can attract and retain the staff our community relies on.”

“County workers are prepared to stand up for our community centers, our mental health services, and the residents we serve. We expect the county administration to invest in its workers and the services we provide. We are advocating for a fair labor contract that helps retain workers that provide vital services to some of our most vulnerable Solano County residents, which remains our top priority,” said Christie Allan, an IFPTE Local 21 bargaining team member who works as a Mental Health Clinical Supervisor for Solano County. “We are preparing to strike if we have to. The County still has an opportunity to come to the table and do the right thing.” 

“As Solano County workers, we demand that County management show that they value workers’ contributions to this community’s well-being, safety, and future by fairly settling contracts,” said Jeffrey Eichenberger, an IUOE Local 39 bargaining team member who works as a Stationary Engineer in Solano County, “We’re ready to strike for our services, because our community deserves better.” 

“Our children and families in Solano County deserve consistent, high quality care that they can rely on,” said Jeanah Braden, MD, a UAPD bargaining team member who works as a pediatrician for Solano County. “Losing experienced providers threatens continuity of care and leaves vulnerable patients at risk. We’re striking to ensure that County residents who depend on our services are not denied access to the specialized care they need.”
